The shadow Queen in Paper Mario The Thousand Year Door.   One of her attacks when charged does up to 16 damage!!  She has a insanely large HP stat. 150 HP.

This takes longer than you would think it would as well, since it takes place in two phases (technically 3 if you count the last one)

one of the worst bosses I ever faced

just a tedious fight overall

Muneshige Tachibana from Samurai Heroes

unless you have 2 players at a decent enough level

you're better off avoiding him

taboo from super smash bros brawl. Has multiple attacks that can KO you in one hit. You can only choose six heroes to take with you as well.

...However, it is VERY hilarious to fight Odin or Yang as the back-attack boss battle on Mt. Ordeals bridge (the Milon Z spot). They both have attacks where they fly at the party, but the programmers never intended for them to go left, so when they launch those attacks (Zantetsuken and Kick, respectively), they'll instead go off the right side of the screen, re-appear on the left, then hit the party before zipping back off the left side to the right side and back to their original spot, as though they went around the world to whack you. :awesomecheer:

From the (ancient) PC game Dungeon Master (for the Amiga), there were the Gigglers. DMCSB-Creature-Giggler.gif

 

Creepy little thieves, they were weak and had no physical attack, but they would steal your stuff! You had to chase them down and kill them to make them drop it.
