Same person did a playthrough where he united the Roman Empire as a horse he named Rainbow Dash

If you had the Lunatic trait you could get an event where you put your faithful horse Glitterhoof on the council.

 

In the latest patch related to or leading up to Conclave I guess one of the CK2 developers got a little drunk and wrote some deeper coding for horses that they put into the game for shits and giggles making Glitterhoof more of a character. (S)he wasn't intended to effect anything long term, but the updated added the horse trait and culture so (s)he's more hated by the rest of the realm and won't last as long.

The Horse culture however can be based down in education and landing a horse-cultured person will spawn horse-ethnic characters with the horse culture but no horse trait, allowing for the landing of the horses and the spreading of horse culture.

In the Roman game the guy nominated Glitterhoof as a bishop, Glitterhoof got to be a bishop and spawned with it a number of courtier vassals to Glitterhoof who were horses who were landed out and bred about the realm to spread horse portraits and turn the Imperial line into horses.

Then you have this Zunbil game.

Two of the hardest things to do would be to reform West African and Zunist Paganism.

 

Now imagine having to go through overall negative motions to get horses to do all of that as a horse.
